Job Description:

The Operating Accountant in this position in the Fiscal Service is responsible for the complete Accounting program for the Cincinnati VAMC. Accordingly, the incumbent is responsible for maintaining appropriate daily transactions and updating records, computer-generated hard copy listing, subsidiary journals, operating ledger accounts and fund control points. The primary duties of the Operating Accountant include: - Planning, establishing and maintaining a commercial-type double entry accounting system covering several appropriations, revolving funds, general post funds, personal funds of patients, research, grants and construction appropriations. - Maintaining appropriate daily transactions and updating records, computer-generated hard copy listing, subsidiary journals, operating ledger accounts and fund control points. - Serving as the technical accounting advisor to the Accounting Technicians and identifying training needs and developing methods to provide the necessary training of new accounting employees and being available for questions on work from any current employee needing help. - Responsibility for the day-to-day operations of the Accounting Section relative to matters of policy, interpretation of regulations and procedures which are considered to be of greater than average difficulty. - Preparing, analyzing, and submitting of a variety of financial statements and reports to local management, VACO management, and other agencies or organizations which includes, Annual Report of Real Property, Annual Certification of Accounting Records, Audit of VA Consolidated Financial Statements, and other recurring and non-recurring reports. - Advising on proper procedures to be followed when procedures have not been disseminated or have to be developed locally to meet station needs. - Attending both formal and informal management meetings. - Initiating recommendations for data improvement in accounting and record keeping by other Cincinnati VAMC elements and providing assistance and instructions to station employees in interpreting accounting data contained in reports. - Verifying, analyzing and/or reconciling a very large number of computer generated reports validating General Ledger control accounts to their related subsidiary records maintained in Finance, A&MMS, Voluntary Services, Medical Administration, Research, Prosthetics and Engineering and Facilities Management Services. - Reviewing present computer system, recommending and implementing changes and improvements as needed to interface with other computer systems, to meet other services/ and supported facilities needs and requirements and to improve the overall functions of the Accounting Section. - The incumbent will cover during the absence of the Chief, Accounting Section. Work Schedule: Monday through Friday, 8:00am to 4:30pm Telework: Not Available. Virtual: This is not a virtual position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: BASIC REQUIREMENTS: A. Bachelors degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPT REQUIRED) OR, B. Combination of education and experience, which includes: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPT REQUIRED); OR, (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (COPY OF CERTIFICATE REQUIRED) OR, C. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that: (1) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (2) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (3) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. (TRANSCRIPT OR PROOF REQUIRED). In addition to the basic requirements, you must also meet the specialized experience/education requirements below for this grade level. Specialized Experience/Education GS-11: A. You must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service that equips you with the particular knowledge, skills, and abilities to successfully perform the duties of an Accountant at the GS-11 grade level. Specialized Experience is defined as: planning, establishing and maintaining a commercial-type double entry accounting system covering several appropriations, revolving funds, general post funds, personal funds of patients, research, grants and construction appropriations; serving as the technical accounting advisor to the Accounting Technicians; responsibility for the day-to-day operations of the Accounting Section relative to matters of policy, interpretation of regulations and procedures which are considered to be of greater than average difficulty; advising on proper procedures to be followed when procedures have not been disseminated or have to be developed locally to meet station needs; and providing exemplary customer service to internal and external customers. OR, B. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (TRANSCRIPT MUST BE PROVIDED), OR, C. Combination of Experience and Education: Applicants may also combine education and experience to qualify at both grade levels. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. You must have a combination of specialized experience and education beyond the first 36 semester hours of graduate level education earned to qualify at the GS-11 grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly of sedentary nature. Some walking, stooping and bending is required. Incumbent may carry files and documents weighing up to 10 pounds. A stress related environment often caused by the many reports, deadlines, monthly, and quarterly requirements.
