Job Description:

SUBFUNCTION DEFINITION: Responsible for attracting, finding and acquiring labor for organization needs including: Talent evaluation and screening, Job advertising and posting internally and externally, including third party recruiting agencies; Talent prospecting at employment fairs and on campus at educational institutions; Talent staffing and planning; Managing new employee orientation process; May be responsible for exit interviews.REPRESENTATIVE RESPONSIBILITIES --People Planning and Performance
Leads reporting teams in the creation and vision of a roadmap that provides direction and alignment of priorities with the tactical and strategic objectives of the department and organization. Delegate responsibilities to reporting personnel, establish clear lines of responsibility and accountability. Elevates team members thinking and understanding of the field by infusing best practice knowledge into the work. Leads the selection, development, mentoring and coaching of direct and indirect reports. Ensure that job requirements and goals for each position are clear to employees and that Medical Center initiatives, priorities, standards, and policies are effectively communicated and understood. --Department Leadership
Propose, research, and manage the development, implementation and assessment of long and short term operating goals and objectives in collaboration with department and organizational leadership. Operationalize, implement and monitor assigned strategic initiatives. Drive execution of the assigned strategic plan components. --Program Design and Strategy
Build and implement a comprehensive and compelling strategy for talent acquisition, focusing on employer branding, candidate experience, diversity hiring, hiring metrics, and sourcing strategies across Cincinnati Children's Hospital Medical Center. Promote a positive work environment and act as an advisor to CCHMC leaders on talent acquisition best practices. Work in collaboration with HR Business Partners to execute talent acquisition elements of workforce strategy. Lead the development, design and implementation of strategies and HR programs that meet workforce needs, are cost effective and competitive in the marketplace. Collaborate with HR leaders, business and operational leaders and gain senior leader alignment. Ensure development and maintenance of policies and practices in support of human resource processes. Serve as an expert resource to leaders, managers and employees about human resource programs. Develop and deliver effective communications to managers and employees. Consult with HR staff and managers and provide guidance. Ensure development and delivery of educational training and updates for Human Resources staff. Provide oversight for relevant vendor relationships, RFPs and vendor selections --Financial Management
In collaboration with leadership, develop, implement and evaluate the department's annual and capital budget to achieve the organizational and departmental objectives; Recommend a salary budget supporting the required FTE's to meet departmental needs; monitor expense; evaluate variances, determine underlying causes and identify, present, and implement proposed solutions; accountable for compliance with organizational financial policies and procedures --Compliance
Provide leadership for human resource policy application, review and implementation consistent with organizational strategy and direction. Analyze trends, recommend and implement solutions to human resource issues. Maintain current knowledge of the external regulatory environment (OFCCP, AAP, FLSA and related state and federal employment laws) to ensure Cincinnati Childrens internal guidelines, policies and practices are compliant and manage organizational risk. Monitor and ensure consistency of recruitment, hiring and employment related practice T19s. EDUCATION/EXPERIENCE
Required: --Bachelor's degree in a related field --10 years of work experience in a complex organization
